The item mass1 refers to the mass (in kg) of the vehicle (mass2 would be from the back of the articulation, in the future). A good value is a number close to the PBT of the actual model specifications, minus the weight of the crowded bus people (which varies from model to model, depending on the number of passengers). People add weight to the vehicle when they enter and release when they leave.
The mass defines the "weight" of the actual bus, so to speak. A good value for the 4x2 urban is between 12,000 and 18500. Micros and midis can be a little lighter, while the 15m is a bit heavier. This value will affect driveability as it affects the forces that the drive axles need to exert to move the vehicle.
